THE IMPACT OF ACCOUNTANTS ON TAX COMPLIANCE AND TAX MORALITY OF SMEs (ongoing 2019) / USAID Cooperation for Growth Project
We analyze underlying causes and factors that contribute to tax compliance of SMEs using accountants as proxies, Research consisted of determining characteristics of accountants, measuring their attitudes and behaviours towards tax compliance, and analysing whether tax morale of accountants has an influence on tax morale of their SME clients.
BCRR conducted the qualitative and quantitative analysis of counterfeiting and piracy in the Republic of Serbia for the period 2015-2019, providing an assessment of the enforcement of IPR in Serbia. Apart from determining the scope of counterfeiting and piracy by type of goods, BCRR also adapted the OECD “GTRIC” methodology in order to identify imported product categories with greater likelihood of containing counterfeit and pirated products.
ANALYSIS OF THE ESTABLISHMENT OF THE INFRINGMENTS OF IP RIGHTS ACTION GROUP (2019) / RS Ministry of European Integration and Intellectual Property Office
BCRR conducted an analysis on the impact of the establishment of the Action Group that will address the identification of trends related to infringements of intellectual property rights to strengthen the enforcement of intellectual property rights.
In partnership with NALED, BCRR developed methodology and analyzed the internal organization, human resources and material capacities of 39 republic inspections and made recommendations for better organization of inspections, including an optimal number of inspectors as well as the number employees performing analytical, legal, administrative and IT jobs within inspections.

Identifying sector specific laws which need to be harmonized with the Law on Inspection Oversight and create the draft amendments to relevant laws. Preparing tables of conformity of sector-specific legislation with the Law on Inspection Oversight, in the accordance with Article 69 of the Law on Inspection Oversight.

TRAINING OF INSPECTORS ON IMPLEMENTATION OF THE NEW LAW ON INSPECTION OVERSIGHT (2015-2016) / USAID BEP
In cooperation with Partners for Democratic Change Serbia conducted training of over 300 inspectors in the Republic of Serbia regarding new solutions of the Law on Inspections, in order to improve and establish good practice in the inspections area
AGENCIES IN SERBIA – ANALYSIS AND RECOMMENDATIONS FOR REFORM (2013) / USAID BEP
The study offers clearly defined criteria for reorganization of the system of agencies in Serbia. It examines possible reform of agencies from the perspective of the EU accession process and offers relevant policy options to increase accountability and effectiveness of agencies. In that respect, the study also represents the first attempt to systematically analyze the process of agencification in Serbia and its consequences.
In 2012 BCRR successfully implemented the Training of Commercial Court Judges on Implementation of the New Company Law project, through 4 trainings for over 50 judges and assistants held in Belgrade, Novi Sad, Kragujevac and Nis. The trainings aimed for court improvements and establishment of best practice in commercial courts, which could have a crucial role in resolving potential uncertainties during the Law implementation.
In consortium led by Cardno Emerging Markets, the BCRR has implemented the USAID 5-year Business Enabling Project that to help the Government of Serbia to improve the competitiveness of the Serbian economy.
BCRR was one of 18 partner institutions and organizations of the European Network for Better Regulation (ENBR), a European Commission funded project. The purpose of the ENBR is to set up and operate a Pan-European network aimed at improving and disseminating the current knowledge of regulatory processes as well as the degree and mode of implementation of impact assessment procedures in the EU member states, Israel, Moldova, Serbia and Ukraine. The project was implemented in the period 2006/2009.
